UPDATE: The statue is there to stop flooding. I've been told this by someone who said that statue was placed there to stop flooding or something.

I found a Herbert statue at the Mine Shack.
This is the same statue that was posted on the What's New blog in April...
Hmm, Herbert could be planning something at the Mine. What do you think?
